Dale Sutherland
Founder and President

Dale was named the District of Columbia Detective Sergeant of the year in 2010, following a career with the Washington D.C. Metropolitan Police Department that spanned from 1987 to 2013. He helped start Code 3 Association in 2015 and currently works on staff management, recruiting, volunteers, partnerships, and fundraising.

Joseph Abdalla
Executive Director

Joseph was a highly decorated police officer for 30 years, receiving awards from the FBI, DEA, and US Department of Justice. Joe has served as the Executive Director of Code 3 since 2017, focusing on day-to-day operations for the organization and leading the staff as a team. 

Andrea Counts, Director
Fight Against Sex Trafficking

Andrea grew up in Washington, DC, and had been previously arrested for violent crimes. In her early 20s, she began to change her life and started serving young people in the Washington, DC, and Baltimore areas. She joined Code 3 in 2019 and now leads our work in trafficking through the program, Fight Against Sex Trafficking (FAST). She has created the 9-week curriculum that leads women from abuse to entrepreneurship and holistic life change. She is expected to reach 1,000 women this year in her outreach and graduate 100 from the program.

Jennifer Morgenthaler
Director of Operations

Jennifer started her career as a teacher in a low-income school. She left teaching and joined Code 3 to continue to impact the community around her. Jenny provides administrative support for all of Code 3. She also serves as the coordinator for Project Hope, an afterschool program.

Lani Pinkney
Injured Officers Initiative Director

Lani was shot in the line of duty in 1996 and has been confined to a wheelchair since. She is a mother of three, a foster mother for over 20 years, and continues to be an inspiration to all who know her. She coordinates reports on officers who have been shot in the line of duty and survived and then contacts police departments to offer Code 3 assistance to the ones with the greatest needs.

Diedre O’Brien
Women’s Outreach/FAST Trainer

Diedre grew up in the DC area and has been serving under-resourced communities for 10 years. Her father was a pastor in Washington, DC, and led work with children and young adults. Diedre joined the Code 3 team in 2021 and uses her experience to work with affordable housing, domestic violence shelters, and other community outreach events.

William Cobb
Community Projects Coordinator

After spending more than 15 years incarcerated, he has been a bridge in the community with the police and those that have been part of the criminal justice system. William started volunteering with Code 3 and now manages focused community events in Washington, DC to unite police and the community.
