Founder & President
Dale Sutherland worked for the DC Metropolitan Police Department for 26 years, retiring as Detective Sergeant in 2013. He has provided leadership for many non-profit organizations and, as an ordained pastor, has served many churches in the Washington DC area. He is married to Patti and they have three daughters and 12 grandchildren.
Alvin Cardinal has extensive experience protecting neighborhoods in Washington D.C. as a sergeant in narcotics with the Metropolitan Police Department. In addition to his 20-year law enforcement career, he is involved in his local community and works with youth at his church. He is married and has one daughter starting college in the fall of 2022.
Steve Largent is a former NFL football player who has received recognition in the Pro Football Hall of Fame. He is a retired congressman from Oklahoma serving from 1994-2002. Steve worked in a police lab, while in college, and had a brother who was a police officer that died in the line of duty. He has been a tremendous support to Code 3 since 2015.
Lucius Thompson grew up in Florida, as the son of a police officer. He later became a police officer, himself, and served for six years. He has spent the last 15 years working as an expert in non-profit security. Lucius is married and lives in Loudoun county.
Leadership Advisory Board
Donnetta Wilson grew up in public housing in Washington, DC. In 2018, her 10-year-old daughter, Makiyah, was shot and killed outside of their apartment complex while going to the ice cream truck. Donnetta joined Code 3 to help restore the community that took her daughter’s life.
JoAnne Perkins has been educating children in Washington, DC for 40 years. She has also served as the Chaplain for the Department of Youth Rehabilitation Services for over 35 years. After experiencing domestic violence in her own childhood, she has been a foster mom for 25 years and currently has two foster children.
Harold Ford, Jr
Harold Ford, Jr. became a member of Congress at the age of 26, one of the youngest members in US history, and served Tennessee’s 9th congressional district for ten years. He went on to work as a political analyst and lecturer at Michigan’s School of Public Policy as well as a political commentator on network television.
Cathy Lanier is the former chief of the Metropolitan Police Department of the District of Columbia for eight years and was the first woman to hold that position. She currently works as the Senior Vice President of Security for the National Football League, supervising all operations and activities of the NFL Security Department (including the Super Bowl).
Steve Hudson served on the Prince William County Police Department for 34 years. He became the Prince William County Police Chief in 2013 and retired in 2016. He has provided great support and advice to Code 3 over the years and has helped us establish relationships with multiple police departments in the surrounding area.
